Yes. Keepframe analyzes the photos that are locally available on your iPhone. For photos that live only in iCloud, we'll surface them as "awaiting download" and grab the originals over Wi-Fi when your phone is charging, so we never eat into your cellular data.
No. Keepframe doesn't do fake "RAM cleaning", "speed boosts", or other system tricks. We don't even have a "Clean" button. Keepframe helps you pick the keepers from your shoots; what you do with the outtakes is up to you.
